Stéphane Duguin is the Chief Executive Officer of the CyberPeace Institute.


Until 2019, Stéphane Duguin was senior manager and innovation coordinator in Europol. Starting in 2009 in the agency, Stéphane led key operational projects, such as the setup of the Europol Operational Centre and the creation of the European Cybercrime Centre (EC3). After being the EC3 chief of staff, Stéphane implemented and led the European Internet Referral Unit (EU IRU) within the European Counter Terrorism Centre (ECTC). As a leader in digital transformation, he focused his work on the implementation of innovative responses to novel criminal models, focusing on disruptive technologies and building on public/private partnerships. In 2019, he led the delivery of the Europol Innovation Lab.  


Building from his expertise on public/private partnership in the field of cybersecurity, Stéphane is now leading the CyberPeace Institute to assist those who cannot defend themselves in cyberspace. In this post, Stéphane leads a multi-stakeholder response to decrease the frequency, impact, and scale of cyberattacks by sophisticated actors that have significant and, direct harm on civilians and/or civilian infrastructure, with the aim of holding malicious actors to account for the harms they cause.
