In 1979, Jean-Paul Zens graduates in law and in psychology from the University of Strasbourg (France).
After three years of private practice, he is appointed deputy prosecutor. In 1985, he joins the diplomatic service (Department of International Economical Affairs) and represents Luxembourg’s interests at the international level in the field of media and communications.
In 1993, looking for a new challenge, he accepts the job as Director of the Media and Audiovisual Department of the Prime Minister’s Office, later renamed “Media and Telecommunications Department”. This department has been set up in order to foster the development of Luxembourg as an international media and communication hub. It also handles the coordination of all matters related to media policy including Internet, content, data protection and all regulatory aspects linked to these matters. Furthermore, the department is responsible for the promotion of Luxembourg’s media and communications activities on the international level.
In 2005, Jean-Paul Zens became a member of the United Nations Working Group on Internet Governance (WGIG). He is also member of the EU High Level Group on Internet Governance.
Since 2002, Jean-Paul Zens is the Vice Chairman of the Board of Directors of SES-GLOBAL, the Luxembourg-based satellite operator (www.ses-global.com).
Since 1993, Jean-Paul Zens is a board-member of EPT, the Luxembourg prime telecom operator.
From 1999 to 2010, Jean-Paul Zens has also been the Chairman of the Luxembourg Filmfund.
